循环经济理论视角下造纸业集群的实证研究——以富阳市春江街道“中国白纸板基地”为个案

      在“十二五”规划强调“科学发展”主题与“转变经济发展方式”主线的背景下，低碳发展、清洁生产已成为造纸工业可持续发展的必由之路。文中以富阳市春江街道造纸功能区为研究个案，运用大量的实证研究，探讨富阳市政府在推进春江街道造纸业集群转型发展中的实践经验，分析评估循环经济产业链的效益，总结出优化转型发展的对策。

Abstract:

      Based on the “scientific development” and “changing the economy growing model” which are emphasized in the “12th five year plan”, paper industry sustainable development must rely on cleaner production and low carbon development. A lot of empirical studies on the paper industry cluster in Chunjiang Street, Fuyang City were carried out. The government function in the industry transition was discussed, the benefit of cyclic environmy industrial chain was evaluated and optimal transition countermeasures were summasized.
